PACE Addresses Property Issues of Refugees and IDPs

Permit me to highlight a resolution adopted by the Parliamentary Assembly (PACE) last week on the issue of 'Solving property issues of refugees and displaced persons.' The resolution contains a set of recommendations for member states and is based on human rights law, including the European Convention, but also international norms on housing and property restitution, such as the Guiding Principles on Internally Displaced Persons and the Pinheiro Principles. The recommendations amongst others call for timely and effective property restitution irrespective of the status of political negotiations - thus adopting a clear human rights approach. The European Human Rights Pespective, with a Case Study on Bosnia and Herzegovina', which elaborates on the links between housing and property restitution and the European Convention.

Thanks for the reference to your book! Though, I think there is a slight chance I will find it in Bosnia.

Well, there are several in Bosnia, amongst others at the Sarajevo human rights centre and at the law faculty library in Sarajevo.

Poulsen is totally wrong when he calls the "reconstruction" of the old Roma settlement in Kosovska Mitrovica an example. If it is an example, it is an example for the exclusion of those who are the first concerned by this reconstruction project, i.e., its old inhabitants.

Chachipe tried to obtain amendments of the report, but it seems that neither the raporteur, nor other members of the parliamentary assembly are very much concerned with accuracy when it comes to the Roma.

Or is this oblivion motivated by a feeling of guilt, since it was the "international community" which accepted the Roma being stripped off their housing rights?
